Public and nonprofit entities on St. Croix face the largest cost differential. The island's single high school serves 1,400 students yet lacks a dedicated marine science classroom, requiring any sea turtle monitoring program to transport equipment via the 45-minute ferry to St. Thomas for calibration. Broadband speeds on St. Croix average 18 Mbps download, insufficient for simultaneous video feeds from coral monitoring cameras, forcing programs to store data locally and incur additional courier costs between islands.
Tourism-dependent households, which comprise 42 percent of the territory's labor force according to the Bureau of Labor Statistics, limit volunteer availability during peak cruise-ship season from December through April. This seasonal constraint raises per-participant training costs because sessions must be compressed into shoulder months when ferry schedules are reduced.
Grant resources can offset these constraints by funding shared equipment pools stored at the University of the Virgin Islands campuses on St. Thomas and St. Croix. Eligible applicants must demonstrate that proposed education activities occur within one of the three marine protected areas designated under Territorial Code Title 12 and must submit a cost-share plan showing at least 25 percent of vessel time donated by licensed local captains. Curriculum materials must be printed through the Virgin Islands Department of Education's approved vendor list to avoid customs duties on imported paper.
Unlike Puerto Rico's centralized procurement system, the Virgin Islands requires separate vendor registrations on each island, lengthening acquisition timelines by 30 to 45 days. Applicants that pre-register equipment purchases with both the St. Thomas and St. Croix port authorities receive expedited review. All proposals must also include a line-item justification for fuel surcharges that reflects current Virgin Islands Water and Power Authority rates rather than continental benchmarks.
Final reporting must separate participation metrics by island to allow the territorial legislature to track equitable distribution of funds across the three districts.
