Federal reviewers require explicit confirmation that the proposed study area meets rural population thresholds even though island census blocks do not align with continental definitions. Documentation must reference the most recent American Community Survey data released by the U.S. Census Bureau for St. Croix, St. Thomas, and St. John separately rather than a single aggregated figure. Failure to disaggregate these data points has caused multiple submissions to be returned for correction.
Another frequent trap involves environmental assessment standards.
