On St. Croix, the absence of a deep-water research vessel homeport means that extended monitoring trips require coordination with external vessels, raising per-day costs by an estimated 45 percent compared with mainland operations.
Demographic data show that 28 percent of the territory's population is age 55 or older, while the 18-to-34 cohort has decreased 19 percent since 2010. This age distribution reduces the pool of entry-level marine technicians available for reef surveys and sustainable-fishing training programs. Economic dependence on cruise tourism further concentrates infrastructure investment in port facilities rather than fisheries support.
