Virgin Islands Marine Conservation Education Outcomes

Target outcomes focus on producing 180 certified marine technicians and enforcement officers over four years who can conduct reef monitoring and fisheries compliance work. The University of the Virgin Islands program will track placement rates into territorial Department of Planning and Natural Resources positions and federal NOAA partner projects.

The territory's 100,000 residents occupy St. Thomas, St. John, St. Croix, and surrounding cays where coral cover has declined 50 percent since 2005. Tourism accounts for 80 percent of GDP, making reef health a direct economic input rather than an abstract environmental goal. Outcomes therefore measure both ecological metrics and the number of graduates employed in marine patrol or dive operations that protect visitor access to healthy reefs.

St. Croix holds 50 percent of the population yet experiences different current patterns and sedimentation loads than the northern islands, requiring training cohorts to rotate across sites. Infrastructure constraints include limited vessel berthing at the university's St. Thomas campus and reliance on inter-island ferries for field work, factors that lengthen program timelines compared with mainland coastal programs.

Delivery uses existing UVI marine science labs plus new agreements with the Virgin Islands Department of Agriculture for vessel time. Students will log 200 hours of at-sea data collection aligned with the territorial coral restoration plan updated in 2021.

Unlike Puerto Rico programs that address hurricane debris on land, Virgin Islands training must incorporate live-aboard logistics and federal territorial waters jurisdiction that begins at the three-mile line.
