Applicants must also submit bathymetric surveys completed within the prior 24 months showing water depths and coral coverage, because federal reviewers cross-reference these data against the National Oceanic and Atmospheric Administration's benthic habitat maps.

St. John and St. Croix applicants face an additional requirement: proof that the project will maintain public access corridors at least six feet wide to accommodate mobility devices. This stems from the islands' topography, where steep coastal slopes limit flat land suitable for such infrastructure. The Virgin Islands Housing Finance Authority maintains a registry of certified accessibility contractors; using a contractor outside this registry extends the review period by approximately 30 days.
