Broadband penetration outside Charlotte Amalie remains below 60 percent, requiring hybrid models that accommodate unreliable connectivity.
These operational realities distinguish the territory from Puerto Rico applications, which can leverage a single large island's road network. Application Mechanics Under Territorial Constraints
