St. Thomas Water and Power Authority and the Virgin Islands Water and Power Authority face these constraints across 133 miles of overhead and submarine cable. Commercial ports on St. Croix and tourism facilities on St. John record voltage deviations that exceed 5 percent on 12 percent of days, directly affecting desalination plant operations that supply 70 percent of potable water.

The grant supports replacement of legacy dispatch software with platforms that ingest real-time SCADA feeds and ocean-temperature data for improved unit commitment. Eligible operators must demonstrate that new systems will reduce fuel-burn variance by at least 8 percent within 18 months using verified meter data.

Unlike Puerto Rico's centralized utility, the Virgin Islands requires separate optimization modules for each island's isolated system because no inter-island transmission exists.
