Existing visitor statistics collected by the Department of Tourism aggregate arrivals but omit per-site waste generation and water-consumption metrics required by the Coastal Zone Management Act.

Tour operators registered in the territory currently submit paper-based logs that are not standardized across the three main islands, resulting in multi-month delays before the Division of Environmental Protection can verify compliance with daily visitor caps at marine protected areas. This information gap prevents the allocation of enforcement resources during peak cruise-ship weeks when daily disembarkations exceed 8,000 passengers.

The territory’s post-2017 hurricane rebuilding left several eco-certification programs without updated baseline data on reef health and beach erosion, limiting the ability of small operators to qualify for voluntary sustainability labels recognized by European tour wholesalers. Consequently, operators seeking grant support must first establish internal systems that feed directly into the Virgin Islands Next Generation Network broadband infrastructure.

Applicants must hold a current USVI business license and provide audited financial statements for the prior two years that separate revenues from cruise versus stay-over tourism. Budgets must allocate at least 25 percent of requested funds to hardware or software that interfaces with the territory’s existing environmental monitoring stations maintained by the University of the Virgin Islands.

Readiness assessments will examine whether proposed data dashboards can export standardized files to the National Oceanic and Atmospheric Administration’s Caribbean Coastal Ocean Observing System without additional middleware development.
