The territory's small applicant pool means review occurs within 45 days, with priority given to educators who serve schools on Water Island or in the East End of St. John, where ferry-dependent staffing creates additional scheduling constraints.
Selected participants must complete a pre-program digital skills inventory that the grant uses to assign coaching pairs. St. Croix teachers often score lower on collaborative platform use because broadband remains inconsistent outside Christiansted and Frederiksted. The program therefore schedules all live virtual sessions during early morning hours before peak tourism traffic strains the single undersea cable.
