Workforce Constraints in US Virgin Islands Marine STEM Programs

The US Virgin Islands maintains a small pool of certified secondary teachers qualified to deliver marine biology or ocean instrumentation courses. The Virgin Islands Department of Education reports that only 11 educators hold current credentials in marine science across St. Thomas, St. John, and St. Croix high schools as of the 2023–2024 school year.

This scarcity stems from the territory's total K–12 enrollment of roughly 11,000 students and the absence of a local university program that produces secondary-level marine educators. Most certified staff hold primary appointments in general biology and rotate into marine modules when equipment is available.

Schools on St. Croix face additional constraints because ferry schedules limit daily commuting by specialists based on St. Thomas. As a result, hands-on modules using water-quality sensors or plankton nets occur only during quarterly visits rather than weekly.

The grant permits stipends for current teachers to complete 60-hour marine science endorsements through approved mainland distance programs, plus travel funds for one annual off-island training. Budgets may also include equipment sets sized for cohort rotation rather than simultaneous classroom use.

Proposals must include letters from the Virgin Islands Board of Education confirming that any new course will count toward existing graduation requirements in laboratory science. Reviewers check that requested personnel costs do not exceed 25 percent of the total award to maintain focus on materials.

Unlike Hawaii applications, US Virgin Islands submissions must document that marine sampling sites lie within territorial waters and that student data collection will not require federal research permits beyond those already held by the Department of Planning and Natural Resources.
