Virgin Islands Kinship Adoption Operations
The U.S. Virgin Islands requires kinship adoption petitions to route through the Territorial Court on St. Thomas or the Family Division on St. Croix before any federal funds release. Current statute mandates that at least one blood relative reside in the territory for 180 consecutive days prior to petition filing. This residency rule excludes many mainland relatives who otherwise meet federal adoption tax-credit criteria.
St. John’s limited ferry schedule creates scheduling bottlenecks for home visits; caseworkers must book transport 10 to 14 days in advance. On St. Croix, the absence of a full-time adoption coordinator means existing family-services staff carry average caseloads of 42 active files. These constraints directly affect processing times for kinship assessments.
The grant reimburses court filing fees, attorney hours for drafting kinship agreements, and post-placement supervision visits required by local rule 5.11. It also covers inter-island travel vouchers so evaluators can reach applicants on Water Island and Hassel Island without multi-day delays.
Unlike neighboring Puerto Rico, the Virgin Islands does not layer FEMA structural assessments onto adoption files; instead, documentation centers on bloodline verification through the Department of Health vital-records office. Applicants must produce original birth certificates issued within the territory or apostilled foreign equivalents.
Economic dependence on tourism means many kinship caregivers work irregular cruise-ship schedules. The grant therefore permits flexible disbursement tied to verified court dates rather than fixed calendar quarters. This structure accommodates the seasonal workforce patterns that dominate both St. Thomas and St. Croix.
